Default Tuner

I suggest you get a digital tuner card, but you can probably get by with any cheap TV Tuner card, if you are just watching basic cable

All North American Programming is NTSC

On all channels? Or only on channels below 12? If that's teh case, your problem is mainly interference.

I have theatre 550 and I always got decent picture quality.

Check your cable... the connections and the line to the main source.. this is RF interference and chances are good it's before the TV card. Try another cable connected to a real TV and see the reception... then plug it into the TV card.. (rescan) and it should be close to the same.
