What the name of the blue bar at the bottom of my screen and how do I move it back down there?

Taskbar

Left click with mouse, hold button down and drag it. If that doesn't work, let me know.

i was just going to reformat her hard-drive unless you can think of an easier way.

click drag the tiny box back onto the taskbar.
