I was poking around on the MS site looking for some SharePoint info and saw that you can now download the designer for free. I've never used it so I can't comment on how good it is. A Hotmail or Live account is needed, however, to download:

You should put this in the freebies section. Free software isn't really a hot deal. Microsoft has a bazillion programs you can download for free. Check out their Live site for some really useful stuff.
