you'll need a DSTT adapter, a mini-SD card and a source for hacked .nds files (the last part is where bittorrent can be you're friend).

Both parts are available in most reputable asian o/o electronics retailers, such as SIG Electronics:

Micro SD card for 8.99(2GB) (http://www.sigelectronics.com/Video-Games-Hardware/Video-Game-Hardware/Kingston-MicroSD-Memory-Card-w-SD-Card-Adapter-2GB)

They usually through in a MicroSD USB adapter for free so you can easily connect it to your computer.

Then you just need to format the card as per the instructions on http://www.ndstt.com/

For Scarborough area you could try some of the spots in Pac Mall but if you went to the west end you could go see a sponsor on here (DJXP) who does lots of mods.
