I want to get a multi-region DVD player but I was wondering, should I get a blue ray player instead? Is there such thing as a blue-ray player that will play multi region DVDs too? If so, any recommendations?

The BDA frowns on multi-region players and would not like BD to be region free.
As of now, there are no region free DVD and BD combo.
From what i read, the OPPO BD 83 does have a firmware hack that can read different BD region discs.
Its probably cheaper to get separate units, one for RF DVD and the other for BD playback.

There is. Denon's 2010CI, I have it and don't really care for Multi Region DVD's. Check out AVS Forum.

For the cost, you're probably better off getting a DVD player that is either all region or can easily be made so for <$50.

for the cost dvd player is better ( since the dvd player is cheap and dv are now also chea ) but for the quality i would definatly choose a blu ray player ( because its just so detail )
