My friends wants to visit Florida during Christmas and i wonder if he can apply for USA Visa while being a visitor in Canada. He's a resident of EU and has no permanent resident in Canada.

Look into the visa waiver program

Many EU countries citizens (you mentioned EU resident not if the friend was a citizen) do not need visas for vacations as a part of the program. You need to check about the EU country your friend is from.

^ As mentioned above, most EU nations are going to be visa exempt.

But this comes down to citizenship, not residency.

If from an applicable country, they'll have to get an I-94 at the US border, but will not need a visa from a US consulate/embassy to enter the US.

My friend has Polish passport, and it seems that Poland is not in Visa Waiver Program with USA. Can he still apply for visa here in Toronto?

He needs to be a resident in Canada to apply for a US Visa (either student studying in Canada, foreign workers, or permanent resident). Basically, don't waste your time!

Of course, it is still possible to apply. Also note that applying for a US Visa in Toronto Consular Office (or any other Canadian Consular Office) is as arduous as it gets. You need to schedule an interview online which is extremely hard and need to be done very well in advance.
