tell him to do something he likes, .... I did a lot of "charity run" stuff (Scotiabank waterfront, CIBC run for the Cure), also did charity gift wrapping at malls, and helped out with an Epilepsy auction.
As long as someone signs off, or writes you a letter, you're golden.

"You" aren't supposed to sign your kid up, they are supposed to do it themselves. Every single school will have an ongoing list of charities,non-profits and the like looking for volunteers. Ideally they should be doing 10 or more hrs a year and the 40 hrs is required by spring of grad year. And yes, graduation and a diploma will be denied if the 40 hrs of volunteering is not met...
edit to add.... Hours cannot be logged until they actually enter highschool.

Parks recreation volunteer program in Summer.
Kids can work their as volunteer or Leader in training and get the credit.
Some are available even in Fall/Winter.

I was part of the first group of the "double cohort" without OAC requiring at least 40 hours of community service in order to graduate. The earlier you get your hours done, the better because I knew a lot of people who were scrambling to get their hours before to graduation or had to delay graduation by a year.
I started volunteering in Grade 10 at my high school in the school library. I also volunteered at a local farmer's market and my high school English department. So long as the person signs the form, it's okay.

Seeing as she is 9, she is quite far away from high school, and she wont be able to count the hours towards graduation until she is actually in high school.
No harm in going out to do some volunteer work with her now though. The jobs for 9 year olds are probably few and far between, but I'm sure if you go with her she could help out at quite a few places. It is good to get her into giving back to her community at a young age.
If she gets used to doing a bit of volunteer work regularly, she will have no trouble getting the 40 hours completed in high school. It is really not a huge task to complete.

Just make it up and say she helped some old lady. 9 year olds shouldn't have to worry about being forced to volunteer

She's 9, the hours won't count towards any high school requirements. Also, I'm not quite sure where she can help out considering that's more of the age group that volunteers help, rather than the ones volunteering (kids camps, summer festivals, etc).
It's also something she should be doing herself and completing when in high school, she'll gain more responsibilities that way, and signing her up for anything 7 years ahead of time definitely is not going to help her become a more independent individual. I'm assuming she's in grade 4 or 5. I was watching pokemon on tv, riding bikes and playing video games back then. She's far from the age when she needs to be worrying about volunteering hours or high school credits, so please relax.
