I recently made a purchase shipped from the stats even though the seller said it would get shipped by USPS but they decided to ship with UPS instead, it was a $25 item and the brokerage fee is $38 if I reject this item will it get sent back to the seller or will it go to the brokers, and will UPS still charge me if I ever get anything shipped from them again?

I think they still will charge you

I think a lot of people get confused between UPS and USPS. If they still try to collect this fee from you, request that they get it from the shipper as they have no contract between you and them to pay. By not accepting the package you might be able to demonstrate this.

If you refuse the package, it will go back to the seller and you will not be charged by UPS.
If you accept/take delivery of the package, you are liable.
Getting your money back from the seller is another question.

I hate when sellers do this!
Whenever I buy from from the US, I tell the seller to ship it via USPS Airmail, and about 1/3 or 1/4 of the time, I get it via UPS and a massive brokerage fee

I very rarely encounter the same. Make sure when you ask for USPS - explain why you are asking that, so that they know it isn't just you being fussy.
