Newegg.ca has the Motorola V195 unlocked cellphone for $49.99 including free shipping. It's quad-band, so it'll work with any GSM carrier in the world. It's definitely not a flashy looking phone, but otherwise perfect for a strict budget, non-technologically inclined relatives, emergencies, or for traveling overseas. IIRC this used to sell closer to $60, and is the cheapest unlocked quad-band on the market AFAIK.

Seems like a decent phone at a good price, but some complaints are:
- poor reception
- bad voice quality (static)
- can't store multiple numbers under one name
- doesn't ring while charging (wtf?)

A bit off topic but...If I have an unlocked quad band, gsm phone and I'm travelling to the US where can I pick up a SIM card from a provider like T-mobile or another alternate provider where I can just ad minutes? Everwhere I've been looking says I have to pick up a phone with the SIM cards?
I just want the sim card

Easy as pie. I went to AT&T and in under 5min I had a prepaid sim card for $5 set up on my phone. Now when I travel I just pop it in my phone, top up the account and I'm good to go! I really recommend the AT&T GoPhone card.

I picked up 5 on ebay for about $2 each. I phoned AT&T had them activated with a pay as you go plan.:)

WTF, indeed. I've never heard of a phone that doesn't ring while charging. All Moto phones that I've had before didn't do this.

you just need to set the profile (moto calls it Ring Styles) to Ring & Vibe (it's not default...default is Loud)
