Is it time to throw some seed down with some starter fertilizer? Should I cut the lawn shorter then usual to do so?

Seed and some light topsoil on the grass will certainly help. I'd wait to cut the grass real short (wait till late September) as I think the hot days are coming soon. They have to, we haven't had a summer yet!

I haven't found any issue with cutting the grass very short especially since you will have to water our lawn everyday anyway if you are reseeding and trying to grow grass...

But if this is just a fall/winter maintenance thing, then it's too soon

No cutting the gras shorter isnt for the fall/winter maintenace, was thinking the seed would be better off if i did so

Before you seed, I would power-rake the lawn. I just did it last weekend and you won't believe that amount stuff that came out. The good thing is that the grass seeds will now be able to land on soil...

+1 for de-thatching the lawn before seeding.

I found that I have to cut the grass very low, power rake and then reseed to ensure the seed touches the soil and there is plenty of rain/sun exposure as long as possible since you won't get much of a chance to mowe the lawn once you reseed..

Do you guys use a bow rake or a leaf rake to power dethatch?

A bow rake, strong enough t ocatch the dead grass and pulls it out.

I use it once in a while on my lawn just to make sure any dead grass is removed even though i own a mulching mower.

Rent one.

I got a 4 hour rental from HD for $64 and I was finished in two hours.
