Other than wire transfer, Interac money transfer and direct deposit (requiring me to go to the branch), is there a way to set up direct transfers/debits between bank accounts in the name of different parties?
In other words, can I electronically transfer funds from Person A's bank account at one institution to Person B's bank account at another institution? Ideally I'd like to set up a direct debit between two private parties to occur on a regular basis.
This would be to avoid the necessity for post-dated rent cheques, for example.

You can set up such a thing with XETrade. But not automatically.
Alternatively you can use a service like Paypal or Zoompass, but of course these have small fees.
Paypal in particular has this kind of auto-debit according to a schedule thing built right in.

Can I use XETrade to send/receive the same currency? If so, is there any cost? That would be a good option.

This might not work in your case, but I done it with person B, whom has a no-fee CC tied to his account (it might or might not been his LOC account, as I didn't ask the detail of his account)
Person A [recurring bill payment to] --> Person B's flexible CC with no fee BT tied to bank account

I have done so with USD to USD. I can only assume it would work for CAD to CAD.
