I was with my family in Portland, Oregon this week and bought a 4 pack ice cream cone from Target. It turned out there were only 3! and they were completely melted and refrozen. The dairy part had separated from the water and the cones were squished, completely inedible. I couldn't return them since we bought them fairly far away from the hotel and I was leaving back to Vancouver the next morning. So how does something like this even happen?
The box looked fine on the outside, though it was the last box on the shelf.

Maybe the fridge door was left propped open by an idiot customer for a few hours. Maybe these were in the freezer 3 weeks ago when the power was out overnight and were missed during the cleanup.

Who knows, who cares. Return them?

call the company and they'll probably send you a coupon for another product.

I am not sure OP wants to drive all the way back to Portland form Vancouver just to return some ice cream. The drive is something like 3 hours?

Well then you take the hit (of what, $4 or something for a box of ice cream bars?) and take it as a lesson to not buy groceries from out of country if you aren't willing to take that hit.

Call the company that makes the product. The refreezing probably happened at the store and they have no controll over that. But the fact it was missing something they will want to know. Recently I got an 8 pack of single serving popcorn. One of the packs had no kernels in it at all, the other 7 were fine. I gave them a call and they asked me a few questions (Where, when, lot number) and sent me a coupon.

Yup. I one time sent an email to Schick to complain about a disposable razer that fell apart on me while shaving (not cool). They sent me a $10 off any razer coupon.

Yup, call the manufacturer. I do it whenever I get something that's not as it's supposed to be.

I bought nail polish in the US once. When I went to use it at home, I discovered that the bottle was completely empty. It obviously had never been filled as the bottle was completely clean inside. Unlike most nail polish, the bottle was not clear so it wasn't obvious that it was empty. I contacted the US manufacturer, not the retailer, as this was a quality control issue to advise them of the problem and ask if they could just send me a replacement. They told me that I had to deal with their Canadian subsidiary. I told them that I had never seen this colour in Canada and I just wanted my nail polish since it was unique and I bought it as a special treat. The Canadian company didn't have the product and instead refunded my money in Canadian dollars (no exchange) and sent me a goody bag with a couple of other nail polishes and emery boards. Although I got more than I paid for, I was still disappointed that I didn't get that special nail polish that I picked out.

The point to all this is if the product was completely sealed, contact the manufacturer.

A few years ago, I bought a pack of cones made by Chapman's. (Good cones, BTW, and nut-free!) One of the cones had about 3/4 of the actual cone missing. The ice cream was still there, but it was annoying to eat. I sent a picture of it to Chapman's and they sent me vouchers for $20 to use towards any of their products. I think it was a $10 and two $5 coupons.

Granted, this was clearly a manufacturing problem. Your problem sounds likely to have been a storage problem at the store.

The best is when you are lucky enough to buy a case of beer and have an empty, sealed bottle in it. This happens on a fairly regular basis. Call the brewery, and you will get a free case of beer.
