How do I claim the refund?

Just go back to the store or better yet contact Old Navy's head office and explain that they are charging tax incorrectly. So many stores do this but it will never get fixed if you don't advise the correct people.
I am assuming that the OP paid both taxes although he didn't specifically say so.

Is there a way to file a claim of a company? I'm pretty sure lots of retailers out there charge tax on fem paper and vitamins.

Isn't it a rule in Canada that if tax is <$2, the government forfeits it if owed to them, and also does not pay you back if owed to you? Or does that only apply to income taxes?
