Washer and shipping bolt

I just remove the shipping bolt from the washer, but I did not realize there is another plastic/rubber spacer behind the panel and I let it drop inside the washer. Will that damage the washer?

lol...I did the same thing!! I don't think it'll harm it as long as you make sure that its in the corner somewhere.

I managed to fish it out from the bottom holes.

Use a long stick - chopstick - and bring it as close to the hole as possible. Then hold it down and use one of your existing bolts to screw it in and pull it out as you should have. The bolts that came with mine were almost 6 inches long.
