Will a car with winter tires in the summer still pass safety, assuming they are not worn out?
Also will the ABS and Traction Control not working cause a car to fail safety?

You should be okay with the tires. You may be okay with the traction control. I doubt that the ABS will clear a safety inspection.
Just from experience - not an authoritative voice...

means your car doesn't pass safety. ABS is expensive to fix.

Tires will be okay if the tread depth is sufficient, and the traction control *might* count according to the text, but I doubt any mechanic will check it and call you on it (unless you get a big warning light that it's out)
ABS you'll need to fix for sure, which can be expensive. However since both the TCS and ABS are out, it seems more to me like you've got a bad wheel speed sensor somewhere, which won't be too bad to replace.
