turning of vista admin priv

how do I do this I already turned of uac on my account and it still pops up this message whenever i download something

Go to Run, and type: msconfig
Click on the Tools tab, find Disable UAC and click Launch.
Reboot.

Are you sure it's UAC or is it popping up a message when you open executables?

whenever i want to open a picture it pops up a warning and I can't shut it off even though it says I can and I try but it doesn't work I click on the tick to not show this message again but it does and then whenever i download a program it says I need to switch to admin priv to install it this however happens sometimes only still it's bad and sometimes depending on what feature on windows I want to change up it says again you need to go to admin priv to change it?
