In case Velcom's tech support didn't check this already: Always use the shortest possible wire between your DSL modem and the phone outlet. If your computer is too far, make the Ethernet cable longer. Try your modem in other outlets and try using a different phone wire (in case yours is damaged).
Do your neighbors have the same problems with their DSL or just you? (I Just want to establish whether your problem is in your house or in your neighborhood).
Maybe there is something wrong with your phone line, that could be what is causing the noise you hear in your phone. When I upgraded from 1 MBs to 3 MBs ADSL, I was getting constant disconnects. I inspected my phone wiring from the entry point into my apartment to every phone outlet. I finally found one spot where my wiring was damaged. After I fixed that, my dropped connections stopped.
There are probably tools and professionals to ascertain the quality of your line.

WTF? you have 2 accounts? I vote ban....
We're not ISP technician, call your ISP and request support there. I advise you to switch to better service provider like teksavvy.

I've had similar issues with Velcom. Constant disconnects. Tried everything..changed modem, wires, even brought modem close to phone jack and hooked a 50ft network cable to the router. Once the Bell technician came and said that when I take off my phone, the line is all clear. Tried it without the phone for a few days, still no good. Certain days no disconnects, other days the modem is just not able to get a connection and says cannot get IP from PPPoE server. Next time Bell technician came, checked the wiring inside the house, installed a Corning filter, said there are no shorts in the line, so it should be all good. A couple of days later, same issue. Quite frustrating.
