Grass seed needs seed to soil contact to grow. You should mix it with soil, or a mix soil and topdress the lawn and the dead spots. You should also give the lawn a good raking first to get debris, dead grass, and snow mold out. Ideally, you can get the lawn aerified, THEN do the above process. It helps make a great seed bed. A little starter fertilizer (no nitrogen) can help as well.

A lot of people just throw the seed down, and some of it may germinate. But you are basically wasting a huge amount of the seed doing it this way because very little of it will grow.

This is definitely the time of year to be doing any of this.
