I have his home number and address. .. hope you like a permanent record thats going to ruin your life for $200 bucks. I will be filing the report on saturday if he doesnt give me a good explanation.

Should i call up his house and talk to his dad, or him before filing a police report. Its not about the $200 bucks, its the principal.

I'd call, sure. You can pretend you're calling about the Wii modding to make sure you have the right guy, then let him know who you are and tell you you expect an immediate refund or you'll press charges. Ask him if he really wants legal issues with a kid on the way.

i don't know why people threaten with calling the cops. we all know the cops will not do anything. they'll just file a report. try getting your money back through paypal otherwise just chaulk this up as a lesson learned.

since you have his home address and phone number i'd take matters into my own hands. confirm that it's the guy that scammed you by calling him. once confirmed place tons of ads using his address and phone number. pay back is a *****

Means he took the cash out of his account already. Paypal doesn't want to take the hit, and they don't want to go to the trouble of chasing the user, if its not an ebay transaction. Call them, and warn them that you'll have to do a chargeback to protect yourself. When you initiate it, your CC company will ask for all the details, and forward them to paypal. The money will be credited back, and if paypal can see you're not at fault, they'll toss the other guy's account into negative balance and go after him.
