Don't worry, the data is safe.
It's denying you because of the security settings from your previous user name. What you need to do is to force ownership to your current user.

Well I got past the first layer, but I cannot access Desktop or My Documents.

Now try to force inherit permissions.
Do this in an administrator account.
Right click the folder > properties > security tab > advanced
Now you'll be looking at something similar:

Check both checkboxes and click apply.

Should have said before... I have XP Home and I am the administrator, I don't have a separate login. I've not seen any screens like that.

Get a friend with an XP Pro to help you. You won't be able to resolve this issue without XP Pro or Vista Ultimate.

Are you using a robust data recovery program?
Freeware:
1. PC Inspector http://www.pcinspector.de./Sites/file_recovery/download.htm?language=1#
2. Recuva (less technical) http://www.recuva.com/download
Software (if you know where to "look"):
1. GetDataBack

You're over-complicating things here. XP home will do everything you need in safe mode, as suggested by the MS KB article...

If you are using Outlook Express:
Address book you can export to WAB format and import to new OE.
For mail folders, you should create new empty mail folders with the same names (if they don't already exist), then transfer the .dbx files from the old OE data directory on the old drive to the new one. When it next starts, OE will automatically index the dbx files in its data directory and your mail will appear in the mail folders of the same name. The OE folder is buried way down in your application user directories - it's easiest just to search your drive for "*.dbx" to find it.

Go to the old drive
Documents and Settings
mlc2000
Local Settings
Application Data
Microsoft
Outlook
The directories are hidden, so you have to either type all that in to the address bar or unhide your folders
x:\Dcuments and Settings\mlc2000\Local Settings\Application Data\Microsoft\Outlook
Just copy your PST file out
Replace mlc2000 and x: with appropriate data
No one should be using Outlook Express.

if you've 'unhidden' the hidden files/folders..
log in via safe mode like you did.
and do a search on your C:/ for *.pab
