Hi,
I don't know about the websites to check the loans in USA but there's alternate way to check...
Check the title (original if possible) of the vehicle you are purchasing. It clearly mentions the name of finance company as lien holder.
If none exists below the lien holder you are good to go. Else tell the seller to clear the name of lien holder or finance company. The seller cannot clear the lien holder unless he/she has paid all his dues against any loans. Hope this might help you.
