According to publication T4044, I cannot any related claim car expenses and CCA if my employer is paying me a mileage rate.
However, if I get a fixed taxable amount on my T4, I am eligible to claim vehicle expenses and CCA.
Is this correct?

Yes. If you are getting a non-taxable allowance then you cannot expense anything.
If your allowance is taxable then you can claim expenses against it.

Ask your employer to give you a completed and signed form T2200 'Declaration of Conditions of Employment' and based on that you can claim any expenses for which you received taxable benefits.

Can someone clarify the T777 for salaried workers. It says "supplies," that I cannot deduct the cost of Internet service, but I can deduct the work-amount for cell phone.
Well, I send photos of events back to my employer via email and FTP, over a Telus aircard. What does that fall under? My aircard does have an assigned phone number to it...
