Dh was notified last year that he had received an OSAP grant overpayment and had to repay it. It had been over 10 yrs since he graduated and was protesting it when they took the money off his income tax return. He started to fight it but was getting no where and let it go. This week he received a receipt from the government. It has no letter/number on it (ie. nothing like T4 or T2022) but it said it is for income tax purposes. Does this mean he can claim it on his tax return somewhere? It says they received it in 2008 but the receipt is dates 2009.

This has nothing to do with an OSAP loan - back in the good old days the government gave you free money for school if you qualified. It was under the OSAP umbrella but did not have to be repaid.
