Effective April 1, 2009, the Minister of the Environment of Ontario has introduced a requirement under the Waste Diversion Act, 2002 (WDO) and the Waste Electrical and Electronic Equipment (WEEE) Plan that requires fees to be paid on the delivery of certain computer products into the province. This is being administered through Ontario Electronic Stewardship (OES) with a fee structure as follows:

** Computer fees do not cover costs for mice, keyboards etc. Any units shipping with these peripherals will require the applicable peripheral fee to be added and charged in a bundled price. Please refer to appendix A for further details as defined by the OES as to what is included in the above classifications.
Due to the introduction of this legislation, ***** will be charging customers the above noted fee structure for all shipments made into the province of Ontario effective April 1, 2009. These fees will be in addition to standard quoted product costs and will be reflected as a separate line item on your invoice. If you wish to accept responsibility for administering the reporting and remittance of fees directly to the OES rather than having it billed and transacted through Tech Data, you have the ability to request to become a “Remitter” by executing a “Remitters Agreement” with *****. It is anticipated this agreement, which will need to be completed online, should be available through the OES website by mid March and is subject to being accepted by yourself, ****** and the OES to become effective. As per OES communication, agreements must be executed by April 1 otherwise they will not be valid until the start of the following month.

Does this mean that the Ministry of the Environment of Ontario is going to now take responsibility for the safe disposal of my electronic equipment or do I still have to pay to have it disposed of? Did they actually say what the fee is going to be used for? Did I miss that part? :confused:

Marked your out of province purchase as gift, to take care of this tax grab nonsense.
No the ministry is doing zitch, and taxpayer are still responsible for dumping it in the landfill, just like before.

You are still going to have to pay for the safe disposal of electronics. This is a supplementary tax addive to wholesalers/retailers.

We've had a similar program here in Alberta for a few years now. It's nice to be able to just drop off old electronics at Staples with zero hassle; and know that the components will be recycled.

I don't even understand how they justify this if they aren't planning on using the money for safe waste diversion efforts. You'd think that the Ministry of the Environment would be more concerned about the environment and less concerned about being a source of revenue for the government.
I think that everyone has just come to expect such things though. Some people yell and scream, then the government does what it wants anyway. The apathetic masses accept it all. I guess I'll be paying more for my electronic equipment when mine blows up or dies of old age. :o

Yeah, BC and Alberta have had this for awhile now - it's nothing new, you guys are only hearing about it now but if you've been in the distribution industry before like I have its not new to me at all. I knew it would be coming to Ontario eventually, and probably the entire country soon.

It's nice to be able to just drop off old electronics at Staples with zero hassle; and know that the components will be recycled.
Hopefully not the kind of 'component recycling' where the electronics are shipped to China so kids can put their health at risk extracting gold and other useful materials and then dump the rest in huge piles of toxic waste that makes the local water undrinkable unless you want to grow an extra head before you die next week?

Does anyone have a credible source as to whether we'll still have to pay disposal fees for this stuff? In Alberta you can freely dispose of electronic items, but the fees are paid up front on most newer items. If this will be the case now for Ontario I'm all for it.

I would gather it to be the same standards as the other provinces, the fees are paid up front at time of purchase.

This will just encourage more people from Ontario to buy from NCIX and people from BC buying from Canada Computers and etc. :razz:
But from an environmental perspective, I strongly agree that printers should be taxed.

For further information, please contact the OES at http://www.ontarioelectronicstewardship.ca/ or call 1-888-646-1820. The OES is also offering an information session on March 11 from 2:00 to 3:30pm EST and registration is available through their website. OES has indicated to ********* that detailed information on how a remitter’s agreement can be set up will be provided by then. Customers are encouraged to sign up to learn more about this program.

For those that think this is a joke, I will tell you, it is very REAL. BC and AB has had to deal with this for a while now.
Retailers have to register to remit the tax, otherwise, distribution will charge you directly.

in toronto you can recycle your computer items at one of (i think) 5 dump centers around toronto. There is a limit to the number of pieces per day but it's reasonable.
I also take my batteries and unused paint on the same run.

Still not clear who has to pay these fees? Is it the consumer at EOL? Or the distributor/retailer at purchase? What is the reasoning behind this fee?

14) Who is paying for this program? Companies that are brand owners, first importers into Ontario, and/or manufacturers of designated electrical and electronic equipment are obligated to cover 100% of the costs of the WEEE Program Plan in Ontario including collection, transporting and processing costs and provincial promotion and education campaign. These companies, called stewards, will remit fees based on the number of units of designated electrical and electronic equipment that they supply into Ontario.

I see, so the logic is the fees are going to trickledown to the consumer level? The fees themselves seem to be harmless enough, mostly in the magnitude of cents/item, except on larger things like monitors and tvs.
I can understand the outrage if consumers are still going to be charged disposal fees but from what I'm reading, there seems to be an OES infrastructure in design for collection and disposal, no?

Right now it appears the vendors have put a stranglehold onto the retailers claiming that the fee will be passed on. Apple has created sku's to charge retailers for the fee. Dell will pass this on to the End User. This will be passed on to the consumer
It's nice how this bill passed and was structured in such a way that the vendor would be responsible for the fees and not the consumer.

Does "Desktop computer" include packages from Futureshop that includes monitors? Or would they charge both? :lol::lol:
And I see there's no fees for motherboards, RAM, PSU, and the sort. Even more reason to build your own computer - it'll cost a ton less in terms of recycling fees - you'll end up only paying 0.32$ x 4 instead of $13.44 :P

Im totally down for this... if it is handled correctly....
if we can bring old stuff to get disposed for free it totally makes sense. if they are just doing it for the heck of it, which is usually the case with the government i will be extremely peeved!

you can already recycle your electronics and computer items for free. the dumps in Toronto do it on certain days of the week (wed and sat I believe).
