Is there anyway to use a standard router to setup a controlled hotspot? Setup the router to allow somebody to make a wired/wireless connection to the network but then when they open their browser they are automatically redirected to a webpage specified in the router for example a login page that once they log into successfully they have access to the web from there?

The proper way to do this is with a Radius server. Unfortunately, the WRT54GL series only has 8 Megs of RAM and it is not enough or it will be very tight.
The best router is still the WRT54GS, it has 16 Megs of RAM and a lot more breathing room to do things.
Instead of DD-WRT, I would look at Open WRT, it is basically a Linux Distro on the router. A lot more flexible than 3rd part firmware that limits you to what the web interface offers.
