How to apply Non Resident? Do i need to surrender my canadian passport?

No, you do not have to surrender your Canadian passport. Citizenship and residency are two seperate issues.

Why are you looking to become a non-resident? Tax purposes? If you feel the need to do that, you should receive specific professional advice applicable to your situation, as many of the steps are difficult and may even be irreversible.

You can keep your passport, but you need to close down most bank accounts, cancel your lease, leave for more than 6 months, get private health insurance to replace the expired medicare.

Non-residents

You are a non-resident for tax purposes if you:
* normally, customarily, or routinely live in another country and are not considered a resident of Canada; or
* do not have residential ties in Canada; and
* you stay in Canada for less than 183 days in the tax year.


What are residential ties?

Residential ties include:
* a home in Canada;
* a spouse or common-law partner and dependants in Canada;
* personal property in Canada, such as a car or furniture;
* social ties in Canada.

Other ties that may be relevant include:
* a Canadian driver's licence;
* Canadian bank accounts or credit cards;
* health insurance with a Canadian province or territory.

I have been reading this form http://www.cra-arc.gc.ca/E/pbg/tf/nr73/nr73-08e.pdf and on page 3, You will have a valid Canadian passport. ... does that mean i have to surrender my passport?

Yes, you have to show you don't have residential ties based on their rules.

And NO, being a non-resident of Canada does not mean losing your Canadian citizenship. Residency and citizenship are two different things. You can only give up your Canadian citizenship if you have some other citizenship, and if you do it will be hard to come back to Canada.
