My wife and 3 1/2 year old plan on accompanying me on a business trip to Vancouver.
Because it's a business trip, I'll be using cabs as required.
How do car seats work for cabs? Do people even use them?

Cabs are granted an exemption in the law requiring car seats (yes, in BC too).
But obviously, cabs can also get into accidents and your child would be safer in a seat built for a child than in one built for adults. But it would mean lugging your car seat around in between cab rides (unless you're at the hotel).

//Rehan's right.. Cabs are exempt.

That is just totally bizzare and flies across teh face of logic.
I understand it obviously, but still. WOW.

If you think that's bad, until July 1 2008 even rental cars and out-of-province vehicles were exempt in BC! :|
You might want to phone a few cab companies in Vancouver and see if any of them have car seats, either integrated seats or installable ones. You can find a list of the cab companies in the links at http://www.tripadvisor.com/ShowTopic-g154943-i81-k1996639-Taxi_child_seat-Vancouver_British_Columbia.html

I always bring a car seat for the child for a car rental & taxi...not for a bus.
What about a child booster seat? It's lighter to carry and more convenient for travelling. They're about $35. at Walmart's.

So, it surprises you that school buses, even kindergarten buses don't have seat belts?
