is there anyway to make the shower arm flange stay in place? when you use the handheld shower, the shower arm starts to move and the flange starts to move away from the wall. since the hole made for the shower arm is larger than the shower arm, it moves left and right.
1. is there anyway to make the shower arm not move around?
2. is there anyway to make the shower arm flange stay in place flush against the wall? is there something like the door knob flange that snaps into a plate?

You'd have to see why the arm is flopping around. The fitting is screwed into should be firmly attached to something like a 2x4 inside the wall. You might be able to check by peeking behind the flange. If the fitting inside the wall is tight, make sure the arm is screwed tightly into it.
The flange can be held down by a small bead of silicone. But I wouldn't bother until you've figured out why the arm moves around so much.

ive tried looking, but couldnt see much since the wall opening for the shower arm isnt so big. its big enough for it to move around, but not big enough for me too see inside.

Unless I am misreading your description, the shower arm has a threaded end that should be screwed into an elbow inside the wall. That elbow connects to a pipe attached to the diverter valve or the faucet in the shower wall. If this shower pipe is loose, have you tried to screw it back in by rotating it clockwise?
From there, the flange to cover the hole in the wall usually has a small set screw to tighten the flange when it is in place against the wall around the shower pipe.

not really sure on what you mentioned... the shower arm (the one outside the wall) moves left and right, back and forth. so if you move the handhelf shower and pull on it, the whole shower arm moves around. as for the flange, i dont see any screw since im able to pull the flange all the down and push it all the way back to flush against the wall.

Sounds like the elbow inside the wall that the arm is screwed into isn't attached to anything. There's no easy way to fix this without breaking tiles or going through the wall behind it.
As for the flange, some have set screws, many do not. A small bead of silicone would keep it in place. However there's no point in doing this if the arm is flopping around.
