As you can see in the below link all but "lite" offers 3 IP addresses. I'm wondering how to change to one of the alternate ones and if there is any downside to doing so?

Why not call Cogeco and ask them yourself?
You'll get a much more accurate answer from them then anyone on here.

Probably you need to supply a different MAC address to get a different IP address. That would normally be another directly-connected computer if they're not on a common router. But if you have a router you could change the WAN MAC address of your router in the router setup. For some ISPs you have to authorize each new MAC address on an account configuration site.

Cogeco will not manually change your IP for you if you call..There are a few questions you need to answer first before going further
Are you only doing this for 1 PC connected directly?
Are you using a router and want to change the IP on that?
If you are connected direct use a program like SMAC, it will let you change your MAC ID on your NIC, this will get you a new IP, change it again and you will get a new IP..
The modem will only issue 3 IP's though, so once they are all out, you will need reboot your cable modem and keep using SMAC.
If you are connected via a router, you need to change the mac address in the console of the router, and then reboot it, again, this will work until the modem has issued 3 IP's.
edit: if you are not having any issues now, then there is no real need to do this..the 3 IP's are for people using a switch/hub that want 3 pc's online at once.

If you want 3 IP address from 1 modem, set it up like this...
Wall -> Modem -> Switch -> 3 PC/Routers.
I do that with rogers but only 2 IPs. 1 goes from switch to Router for the rest of the family, the other goes to another router attached to a slingbox.
To actually swicth IP's, change the MAC address as stated above.

It is also possible using DD-WRT to setup seperate mac addresses and seperate IPS for different ports, I have it so when I get a clients computer infused with viruses, I connect it to a seperate port and it gets its own IP address but this is not firewalled...
I also have another port setup so I can connect another machine to it and it gets a IP with a different subnet and still doesn't see my network (use it sometimes aswell) ...
these are advanced setups and probably not something you will want to do but the option is there if you are interested.

I couldn't set it up with one router because my brother/sister fiddles with it. I'm living in Vancouver and y slingbox is located in TO.
Lucky I had it set up the way I did cause the main house router died. All I had to do was tell my sister to buy a new router...my slingbox settingsand such didn't need to be reset because it resides on the other router.
