I am at UOIT and have applied to UTSG for commerce as well as UTM for commerce and am wondering if they need your high school transcript or they just take you based on your CGPA? And what would be the recommended average to get in?

I transferred from UOIT to UTSG, but not commerce. Anyways they need your high school transcript in addition to your university transcript.

3.34gpa first term + 3.74gpa second term = 3.54 cgpa after year 1 when i transferred to UTSG. i'm liking it so far, but i'm having a hard time in calculus and computer science (which is my program).

I have a friend transferred to UTSG Bcom, then transfered back to UOIT after a year.

Information Technology and yes they looked at my gr12 marks (which was utter crap), but they put more emphasis on my university marks, so i got in.

I sense a guy who doesn't know what he's talking about.
According to this,
http://www.rotmancommerce.utoronto.ca/admissions/required/second.htm
Students from other post-secondary institutions are eligible.
To give you credit, chances are probably slim to none, though.

You would be right...if it was last year. UTSG commerce started accepting transfers as of the 2008-2009 academic year.
