I have a Nokia 2610 that I used for T-mobile's prepaid service in the states.

Can I pop in a SIM card from any GSM-based provider (e.g. Rogers) and use it right away or does the phone have to be unlocked?

The phone automatically switched to the Rogers network when I arrived in Canada but I'm guessing that's a roaming feature

No it will have to be unlocked if you use a local SIM card.

You will have to get your Nokia 2610 unlocked. Should be easy and free to do.

And yes, you're roaming on Rogers' network with your T-Mobile SIM.
