1 - I think the video is funny, a little mean, but funny.
2 - The guy who threw the shoes, should spend time in jail for attempted assault and battery.
3 - apparently, throwing shoes in the most insulting thing you can do in the Middle East.

No, that is just a person making a fool of themselves, which you can see everyone of every race do on <Country> Idol annually.
The person in the OPs post is expressing their own grief in their own way, just because you don't understand it doesn't make it worthy of ridicule. There are a hell of a lot of things us white people do which can be ridiculed by people in other parts of the world.

First of all I did work in a project for an oil company in the middle east (Kuwait) and for the person whom asking what’s up with the “lalalalala” it’s their way to express their happiness/being proud of what’s happening or what a person did. So yes she is very upset about her brother having the beating of his life (BBC yesterday reported he got beaten badly and had a broken arm) but in the same time she is proud of what her brother did (A.K.A mixed emotions). Same we would have if someone we love died in a fire while rescuing someone else.
Also to let you know he is getting charged with trying to “assassinate” the president!!! Yeah I guess Shoes can kill!
As for the video I found it extremely stupid really but not offensive, just really really stupid but then it’s the freedom of speech I guess.

The video has nothing to do with race. It is about a guy TRYING to sing a song that is not his native language and culture.
Laughing at the video the OP posted, is, imo, quite tasteless and rude.
