Winter Tire Help

Looking for some advice here, My Mother has a 2007 Pontiac G5 GT Coupe, with 205/50R17 on it, she got quoted $230 installed for winter tires at the dealership. (not sure on the make) I told her that it might make more sense to switch to 15" and put larger tires on, and she could almost squeeze into Steel Rims for the same price as the 17" tires alone, anyone know of a website or a place in Alberta that I can talk to about this? I tried tire rack, but it doesnt allow me to go down size in rims.
