I'm going to States on Dec 29th and need to rent a car there. When is the best time to make reservation?

I did some research and found some promotions valid till Dec 15. Should I book now or wait near 15th. I never rent a car around X'mas and new year. Any help will be appreciated.

I've heard if you book online will get better deal than book calling the rental agency. Any promotion code I can use? I need a car from Dec 29 night to Jan 2nd afternoon.

I always reserve online just in case and then if I find it cheaper closer to booking date, I cancel and re-reserve.
