I want it to be quiet, and less than $40 CAD with tax.

Stock cooler. I have the same cpu/fan and I cant hear it at all, but then again I have good case airflow and my computer runs pretty cool so there is no need for the cpu fan to speed up to cool better.

Whats your setup like? Have you tried the stock hsf?

I am using the stock HSF, but I find it's loud...

I'm using the Antec P150, and its designed to be quiet. I want it to be whisper quiet!
The P150 on antec's website is now called the Sonata Premier series..

OCZ Vendetta 2 or Ninja 2 (though its a little big) .. OCZ does come with a pretty quiet fan, though you could always get a quieter one if you wanted.

its cheap, has a 92 mm fan if I remember correctly & will cool it abit better then stock cooling.

But I'd also check your airflow then if your sayin it sounds loud. You could also have a cooler with a bad fan on it as well.

Check your case, see if anything might channel/box in the fan that it sounds loud.

My fan usually ramps up in rpm's when I play games! And it gets really really loud, normal operating volume is loud as well..., I have a pretty neatly setup case, no wires blocking air flow, but the case isn't too big, its the Antec p150 mid sized case.

I basically stopped the video card, and case fan, so I could hear which fan was loudest, and it was the CPU fan. I don't think the CPU fan is broken, but I don't remember it being so loud when I first bought it.

I have this "Cpu fan error" that pops up when I start the computer, forcing me to press f1. Could this have any relation to the loud cpu fan?

Thanks for the SPCR website, I read some reviews... Would the Artic Cooler 7 with a quieter fan work? Any one know whats a better fan for this Heatsink? Or should I just go with a better HSF combination like the "Xigmatek" which I can't find!

Good reviews for performance and noise.
Scythe fans included in heatsinks appear to be getting quieter.
With that said, at 815grams,
A number of people, even those reviewing the heatsinks,
Get really nervous using just the default Intel plastic clips to hold the aftermarket heatsinks in place...

At 395 grams, similar style and performance... ASUS Triton 75 (http://www.silentpcreview.com/article787-page1.html) may be of interest.

Xigmatek appears to be affiliated in some way to the brand Kingwin...
eg. Kingwin RVT-12025D instead of the Xigmatek HDT-S1284

I have this cooler on my q6600 slacr chip and it's running nicely at 3.6ghz. best bang for the buck cooler imo.
