Most of the time you can tell a police car from miles away even if has no official signs. However sometimes is not so easy. Recently I saw a driver pulled over by a police car, it was a Chevrolet Malibu 2007/2008, maroon, very unusual car for a police cruiser.
Do you know others?

A couple years ago I was pulled by a silver Volvo sedan. Looked just like a good old regular Volvo.

Yes, TPS is using the 2007 model Malibu's (not the new, bigger sized one) as ghost cars. Officers driving them are uniformed from what I saw.
I was pulled over by an Intrepid before, the cops were wearing polo shirts and blue jeans.

I don't know what you are talking about the Impala Police car is common to be used as a cop car all over North America and it is a full size car.
I like the Camaro police cars in the States they are nice!

I've seen undercover Toyota Camry and Nissan Altima with full lights flashing. In Toronto.

Around here they have lots of 'random' unmarked police cars on top of the usual crownvic/charger:

I think the cops usually use American cars for their undercover vehicles. I've seen them in a Dodge Intrepid and a Dodge Caravan.

The local detachment here has a full size Chevy Silverado crew cab 4x4, but it's fully marked. The Regina hiway patrol used to have an LS1 Camaro but I havn't seen it in years. I also saw an early 90's style 5.0L Mustang hatchback once on a deserted stretch of hiway. But I think the Italian police force takes the cake with their Guillardo! :D

Some of the notable, unusual police cars I've spotted include...
Honda Ridgeline
Hyundai Santa Fe
Nissan Maxima
Dodge Caravan
In all of them, the police were in uniform, and the cars were unmarked.

I saw a stealth Venture/Montana(?) a couple years ago on the DVP (same as the Panther stealths; dark blue with the tone-on-tone markings).

You can easily tell that's a police car without seeing the police stickers, just like the rest of the undercover police car in Toronto. They all comes in black/white Crown Victoria with black rims. I don't speak for everybody but I can easily tell the car is a undercover police car or not (w/o seeing the sticker) when i'm on the road.

You and some of the other posters are confusing undercover and unmarked/stealth. That black Dodge is not undercover. Like you said, you can tell it's a police car. True undercover cars are just regular cars and you wouldn't know they're police.

there's a fully marked VW Beetle for York Region police around my area..
i believe I've seen a gold/champagne colored Malibu police car before (no decals but has lights inside the car)
and a lot of unmarked Chargers

I only found Crown Vic and Charger intimidating, the old Impala is quite sinister looking, the ones after 2005 are not. All others are just halirious and don't scare me at all.

I think I read somewhere most of the exotic cop cars (i.e. the blue lambo) the decals are just removable stickers, and are usually just for display.

Yeah, besides the obvious addition of extra lights in the rear window, front grill, etc... most unmarked police cars will be absent of any dealership markings (stickers, licence plate frames...). They usually lack "options" as well like spoilers and aluminum rims (of course) probably to save money?
Some of their cars also lack the chrome trim found on "civilian" cars, and instead just have matte black trim... more cost savings?
One last thing to look for might be signs of a V8, since *most* of the time police have the V8. Like on the new impala's the SS (V8) don't have a chrome bar across the trunk like the other trim level. I think the Dodge Chargers have single exhaust for the V6, and double for V8.
Of course, they are changing things up more then ever... so you can throw all that out :)

In my professional opinion it is not photoshoped. The graininess of the photo is consistent, along with proper angles/skew for each decal, including the ones at the far back.
Putting some decals on a car isn't hard, and wont wreck the pain. As someone said above, certainly just a publicity thing.

From a true undercover perspective.......
I drive HWY 11 in Ontario every day and I was surprised last week to see a plain white Chevy Trailblazer pull over a vehicle. I've seen lots of Tahoes, Suburbans, Expiditions and other SUV's but never a plain jane Trailblazer with stock alloy wheels (not steel).
