Look to purchase a set of cheap dumbbells. Anyone know of cheap places to get a pair?

try walmart. Sometimes CT has sale on those. They're around $1/lb

Try second hand sports stores too.
You'll be more dedicated and see more results if you have the time/money to join a gym or take a martial arts class with a friend.

Winners also frequently has some, but usually they're only very light. Kijiji is indeed the way to go.
I'm also told that jugs filled with sand (possibly wet sand) can be good in a pinch. You might also try searching for "slosh pipe".
