There's a great book called Cheap Eats Toronto that lists tons of restaurants which have a maximum dinner price of $15.

I wouldn't call $20 per person inexpensive... it's getting up there especially per person. This is RFD afterall

$20 pp is really expensive...especially on a daily basis....

Korean BBQ all you can eat for $11.99 (tons of locations).
All you can eat sushi at Miraki's (Yonge/Dundas - just south of Zanzibar on Yonge) for $14.99
Sushi on Bloor (Annex area), where I can always get full for under $15
Salad King - Yonge/Dundas (everything under $10)
Green Papaya - Yonge/Wellesley) (Thai fusion, most dishes under $10)
Any Korean food place around Yonge/Finch. Can get a nice meal for under $10 usually.
Any pho place will be under $10. My favorite = Pho88 at Bamburgh circle

For REALLY cheap, you can have a bowl of soup noodles at any random Chinatown restaurant for about $5. For those of you that don't want to venture out to Chinatown, there's the "Go" noodle house (its like a fast-food version of Springrolls) that has $4.99 bowls of soup noodles (can choose from satay, pho, wonton, etc) after 4pm. That's on Yonge just south of Bloor.

So, tons of choices.
