Picked up a cell phone but the phone could not make calls or receive them after 30 minutes of being turned on. (Testing the phone obviously doesn't work since problem persist after 30 minutes and longer which is long enough to show the phone works.)

Could be that the phone only works in Europe or Asia, have no information of that.

Am getting rid of the phone since seller does not want to give refund, should I leave negative feedback?

were you warned about it? if not then you shouldKind of... I was notified of bad reception which to me meant static noises when calling someone. Didn't hear none with the test so the reception problem didn't come to mind.

should of asked more questions.. contact the seller.

i would have given negative feed back since that should be something that would should have been posted or told you you, the buyer

Dude, he just said he was notified about it. So how can the buyer be at fault for it? Based on what the OP said, I don't think he was misled at all. It wouldn't be fair to blame the seller for that.

Perhaps replacing the battery may fix the problem?
