Has anyone stayed at Hooters in Vegas? They have bungalow rooms for $29 a night. What are they like?

try tripadvisors. It is a very good site for hotel reviews.

It's off the strip... so anything you are saving on rooms, you will spend on Cabs.
Stay at Luxor or Treasure Island in my opinion. Maybe not as cheap, but those cab fares will add up.

STAY ON THE STRIP....the hassle and cab rides will make it pointless

You can walk from the front door of Hooters to the front door of MGM Grand in minutes. It may technically be off-strip, but certainly not in the same way that Rio or Palms is off-strip. The walk from Hooters to Centre Strip would certainly be less than from Luxor to Centre Strip.
I visited Hooters a couple times on my last trip and found it to be a fun little place. That said, it's not really on my list of places I want to stay.

Hooters indeed is right beside the MGM. It's really not that far off the strip.
Across from MGM is Excalibur, NY NY.

I wouldn't stay @ Hooters, just b/c of the way the hotel looked.
It reminded me more of a motel than a hotel.
It's just the name Hooters that attracted me to go check it out in the first place.
Others are correct, it's not really off strip, a 2-3 minute walk will get you to NYNY which is on the strip.
