Any chance my friend will be let over to the usa via sarnia/port huron without a passport? or birth certificate? he cannot find them?

Sure, there's a chance, but without being able to show proof of citizenship, it's iffy. I recently went on a bus trip to a Buffalo Bills game and a couple people on the bus only had a drivers license and nothing else. They got across just fine. But I've also heard of many people being turned away without either a passport or birth certificate.
If he doesn't have them, there's nothing he can do but hope for the best. Tell him to bring all the ID he has and hope you get a forgiving officer.

They absolutely can deny entry without the required documents.

Does your friend look middle-eastern? Or is he white who seem to be born and bred in Canada (with accent and mannerisms)? If it's the former, then there is a high chance he will be denied at the border. If the latter, then it depends on the whim of the border officials.

That's impossible to determine. It's at the discretion of the border officer who you end up talking to.
