What about two individuals, one has work experience, another one has entrepreneurial experience?

Work experience. the whole point of an entrepreneur is working for yourself and not others.

Unless your entrepreneurial experience is tied towards the job at hand (similar sector), it is basically irrelevant. Last thing a firm wants to do is hire someone who they know is going to leave to do something on their own; or someone who is entrepreneurial and will cause internal friction

a mix of both however is nice. but if i had to chooe one over the other its work experience without a doubt.
