just wanted to know if i need to pay taxes or custom fees if i buy online in the US for used rims. the value is $500.00

Yes. taxes would be due, and brokerage fees may apply depending on shipping method. They may be too heavy for postal shipment.
It may help to ship the items to a US border location and pick them up for import yourself. But you don't indicate your location so only you know if you are close to the border to do this.
