I'm an east indian guy and have a baby-face lol..on the days that I shave I look about 17 (but am 25). When I go out I have to shave 1-2 days in advance so that I don't look 17 when going to wedding receptions/clubs/etc.

All of the new razors get way too close to my face and make me look even younger. I use the old school Gilette Sensor Excel because I get a decent 'green effect' on my face by the next day...but there has to be something that gives an even further away shave.

Any ideas?? I've never tried an electric shaver, but would that be better or worse for me? I'm not trying to keep long beard-like stubble...but more of the 'green effect' or the 'day after a shave' look

try using a beard trimmer on the lowest setting (without the cap on)...it wont get as close as razor, but will leave a nice 'shadow'

Use a product for the ingrown hairs and a beard trimmer. That's what I do. Bumpstopper from SDM is a good one. Nice minty fresh sensation afterwards too. I find that the trimmer on an electric shaver actually goes a little closer than the beard trimmer on lowest setting. I use a Phillips beard trimmer that also sucks up the hairs as they are trimmed. Works well....less messy.
