Does Fido have government rates? or discounts other than the EPP?

I recently signed up with Fido

I got the following..
EPP ($17.50) + value pack ($10) and a moto z6w for 60$

value pack includes
caller id
voice mail
who called
125 text message
Conference calling
Unlimited weekends and evenings from 5pm.
Unlimited incoming text.
200 weekday minutes
per-second billing "How is this per second billing beneficial" trying to figure this one out"

per second billing is beneficial because yuor air time is only counted by the second. For example, you make a call to say "Hey, I'll meet you at X". That phone call only counts as 2 secs airtime, and not 1 minute of airtime
