never ever ever ever ever pay for anything on paypal with your debit car or through bank account. If anything happens, your money is gone, trust me.
Always use a credit card. At least you have the option of chargeback. paypal is a joke and a scam. its so sad there is not much options out there when it comes to buying and selling across the internet.

What the OP is talking about and what you are talking about have nothing at all to do with each other. In fact what the OP is talking about is Paypal's one-time use debit card feature (only available to US paypal accounts right now). Because the numbers are one time use only they are arguable infinitly more secure than any normal credit card because the number can't be stolen (well it can be, but it is useless).

OP - To open a US registerted Paypal account that is valid for debit cards and virtual debit cards you have to have two things.

First, you need a US mailing address with which to do the next two things. A USPS "PO Box" may work, but you are probably better off getting a private mailbox at a company. Look through the yellow pages or online at your nearest border town, you will probably find plenty. I have one here that costs only $25 / year, believe it or not.

Second, you need a US bank account. No I do not mean a Canadian account in USD, I mean an account at a US bank. Lots of US banks will open accounts for Canadians, this is not an issue, you can do this with a simple trip over the border by showing your passport. When you open this account, make sure the above US address is either the primary account address, or if they won't do this because your passport has your Canadian one, make it a secondary "mailing" address. Most banks have this function. Then, make sure you get a Visa/MC debit card for your bank account.

Once you get your debit card and activate it, you are all set to open your US paypal account. Sign up as a new Paypal user, using your US mailing address. Add your US bank account and go throug the verification procedure - this is where Paypal deposits a small amount in your bank account and you check it with your online banking or other means and enter the amount they deposited). After this is done, which takes just 1-2 days, add your debit card as a credit card. This will allow Paypal to validate the address you entered when you opened the Paypal account.

Now you're all set! You have a US Paypal account with a US bank account and US credit card, all verified. You can now sign up for the Paypal debit card and the virtual Paypal debit cards.

The last step you probably should do after this is all working is go to Target and open a RedCard Visa - they allow Canadians to open these. With this added to your Paypal account, you now also have a US credit line, so you don't have to always make sure you have funds in your US account, you can just pay the Target bill monthly!
