I had Highspeed Lite from Cogeco for about 3 months now, and I decided to upgrade to Highspeed Standard, but I think they may have given me something "different" to say the least.
Highspeed Lite is 640/150, Highspeed Standard is 1000/650, but I am getting 9500/650...

It says 10mbps, does that mean 1000 or 10000?

Dont worry - the admins in here will help you on this one by passing your ip over to cogeco to remedy this situation.

I don't want a situation with Cogeco. If I'm getting something I shouldn't be, I don't want Cogeco to pay for it.

You're getting exactly what your paying for - 10Mbps (down)/640Kbps (up). Or in other words 10,000Kbps/640Kbps.
Good job Cogeco. Your download speeds are almost maxed out.

And here I was upgrading for the purpose of a 50gb increase in monthly cap, and what do I get? 15x the speed.

Affirmative. This just indicates that there aren't too many Cogeco users in your area.
All my "Cogeco HS Std" friends have an average download rate between 7000-8000 Kbps while I'm getting an average of 12000-13000 Kbps with High Speed Pro.
