Dell computers goto the outlet for two reason. #1 Someone made an order and decides to cancel the order. They can cancel it before it gets shipped (thus totally new but its already pre-build with a set of config). These computers generally cost almost the same as brand new ones (unless no one buys them for a long time).

Also a computer can be returned with 15% restocking (sometime waived depending on condition/product line), if you don't like it. These also goto the outlet at a slightly reduced priced.

Finally a computer does not work aka refurbs. Cheapest and probably most of the outlet's stock.
