Help is appreciated.

I'm a current Roger's customer (voice) and am thinking about buying a 2nd hand unlocked blackberry on this forum. I'd like to use the unlimited messaging and email plan ($15 extra). I'd like to know if that would work. Do Rogers limit the plan to phones with their IMEI only?

It'll work. I currently am using an unbranded and unlocked BlackBerry Curve 8310. Registers with the network fine and I've got the $15 unlimited email/messenger plan.
