So what's the cheapest one out there? Like I just wanna use it for emergency pruposes... so that means I need a plan that will cover only the minutes I talk on the cell phone. And also the cell phone cost must be under $100.

7/11? You can pick up one and I believe each card lasts 365 days? All pay as you go are more or less the same. And since its for emergency only, .15c/min and .25c/min wont really make that big of a difference so any company is fine.

+1 speakout is quite a bit cheaper than other companies and the cards usually last longer. And sometimes they sell phones with a $100 voucher for around $114 or something.

not at the moment though ;(
petro has better pricing right now @ 20 cents per minute with cards 50 and under lasting 6 months and 100 cards 1 year. 7/11 just raised prices on all thier cards 50 and under to 25 cents per minute but 75 and 100 cards are 20 cents per minute. both use rogers backbone.
petro also has a 15 day return policy if you dont like it.
rogers has a good plan of 25 cents for the first 5 minutes in a day and 15 cents for any minutes or calls after in the same day.some other plans might be good as well if you find you like to use it more. also has a nice flip phone for 69.99 with big number pad. sure there is even a cheaper none flip phone also. the only good bang for your buck is to buy a 100 card that lasts 1 year otherwise you will need to pay 20$ minimum a month.
i am currently using 7/11 til i figure out what phone i like from either petro or rogers since i bought the above mentioned promo over a year ago and got a phone that is way to small for my big head and i hate talking into air while holding the thing to my ear. the quailty of service is fine though so if that deal comes again before you buy i would go for it if i was you if you can handle the smallish none flip phones.

Define "Emergency"
If you mean you need a cell phone in case you'll ever need to call 911, any and all cellphones, activated or not, have the ability to call 911 for free. The minutes are free and the call is free.
But if you mean "emergency" like you got a flat tire...then I'd also suggest 7-11 speakout wireless. 100 some bucks you get 100 bucks of air time, free (crappy) GSM phone on the Fido network, and the airtime doesn't expire for a full year.
Free caller ID and voicemail to boot.
